Questions

Can I use this to make a transcript?

Yes, if the subtitles already contain the dialogue. It removes numbers and timestamps; it does not transcribe audio.

Why join cues into one line?

Subtitles are often split over two lines for the screen. Joining makes the text read naturally when pasted into a document.
